A major responsibility of civil government is the protection of the population against threats from Terrorism, Disease and Natural Disasters. A cornerstone of Information Security was always the Need to Know principle, but as a result of systematic failures many organisations have adopted a Need to Share principle where the default information management policy is to share all information and intelligence. Need to Share can be just as dangerous as Need to Know. Secure Information Exchange is about removing the security barriers to information flow, but in a way that doesn’t increase the risk to the nation or its citizens.

11:00 - Microsoft Keynote - Emerging Technology: Threat or Opportunity?
 
The increasingly competitive environment in internet applications has reduced the “time to market” to the point where even industry observers find it hard to keep up. Assessing the impact of new technologies is challenging, and responding to the opportunity or threat presented is not an area of strength for governments. Yet, these emerging “off the shelf” technologies have the potential to significantly change the way police operations are conducted, some at no additional cost.
 
Bob Hayes will demonstrate a suite of technologies which could transform the way police operations are planned, conducted and debriefed.  Bob will then discuss the opportunities that exist for the police service to better engage with industry to assess the impact of emerging technologies.

13:00 - Improving Police Performance using Geographic Information
 
This seminar examines the benefits of implementing current Geographic Information Systems (GIS) technology in a Policing environment. Most Police Forces have delivered “digital mapping” to their control rooms and analyst communities, however these digital mapping solutions have failed to deliver the business benefits that they originally promised. GIS differs significantly from digital mapping in that it provides a platform to collect, combine, visualise, analyse, and share geographic information, rather than just providing dots-on-maps, or crime hotspots. This use of GIS as an enabling technology within existing business systems will enable forces to refine business processes and deliver the real efficiency gains that digital mapping products have failed to deliver.

The challenges facing Law Enforcement organisations around the world has intensified with dramatic changes in terms of the globalisation, patterns and types of crime and terrorism. The need to access, analyse, present and share diverse sets of information within and between police forces and other law enforcement agencies in a timely manner is critical to prevent and combat organised and cross border crime.
